1. Introduction
The vision of The Cornel Romanian Rehabilitation Centre Trust (the Charity) and the reason for the Charity being in existence is:

For the relief of poverty, hardship and distress in accordance with Christian principles amongst the disabled people of Romania. |
The Charity’s aims are to:
· Purchase land in the town of Cumpana, on which to build a rehabilitation centre for disabled Romanian people, complete with accommodation for visiting clinicians from abroad to stay whilst they participate in the treatment of patients and the education of local staff.
· Provide prostheses and orthoses for individuals who have not received any treatment for their disabilities, from the rehabilitation centre once it is constructed.
· Train local staff to manufacture the devices and to work in association with the School of Prosthetics in Bucharest.
· Offer placements at the rehabilitation centre for students in training.
2. Summary of Proposed Clinic Development
This Business Plan outlines the Charity’s proposals to purchase land in Cumpana and build a physical rehabilitation centre for the treatment and care of Romanian people with a physical disability living in the Constanta region. In the long term, the rehabilitation centre will provide on-site manufacturing facilities, treatment areas, therapy areas, consulting rooms and accommodation for visiting staff and patients, as well as space for training facilities and meeting rooms.
3. Benefits of the Rehabilitation Centre Development
There are many benefits from building and running the proposed rehabilitation centre. Some of the key benefits are:
· The clinic will provide rehabilitation services to the local and wider community at large through provision of Prostheses, Orthoses, Physiotherapy, Occupational Therapy, Rehabilitation Aids, Assistive Technology and advice on care of the Diabetic Foot.
· Each patient will have an individual care pathway designed for his or her specific needs, taking fully into consideration their aspirations. Realistic goals will be agreed with them. They will receive regular reviews at agreed intervals and the pathway will be amended with a view to maximising their quality of life and enabling full integration back into the community and their former lives.
· The clinic will provide employment for some local people and it is envisaged that the Romanian staff will be fully trained to facilitate the clinic, in the future, being self-sustaining and run wholly by local staff.
· The service will be free of charge to the patients at point of delivery with, if possible, payment being obtained from the Insurance House. If payment cannot be obtained from the Insurance House, funding will continue to be raised through charitable sources.
4. Details of Proposed Development
4.1 Schedules of Accommodation
A rehabilitation centre will be built in four stages, as funding allows:
Phase 1: Treatment area comprising workshop, machine room, plant room, laminating
& drape room and toilets
Phase 2: Treatment area comprising fitting room, plaster room and staff room
Phase 3: Therapy and consultation area on the ground floor comprising therapy room,
consultation room, nurse’s room, fitting room and plaster room.
First floor above providing bed-sit accommodation for visiting staff and patients
Phase 4: Reception area comprising reception, office and toilets
First floor above providing additional bed-sit accommodation for visiting
staff and patients
Second floor providing a self-contained caretaker’s flat.
